About this course

Every year, Ministries, Departments and Agencies and every Metropolitan, Municipal and District Assembly send progress reports to the National Development Planning Commission. Many of them list what was built, bought and held: classrooms roofed, boreholes drilled, workshops organised. Far fewer can say whether pupils are learning more, whether families are drinking safer water, or whether the money was worth it. That gap is what this course is about.

It is written for planning officers, budget officers, programme and project staff, members of District Planning Coordinating Units and anyone in a Policy, Planning, Monitoring and Evaluation Directorate who has to produce, check or use M&E information. You will work through Ghana's national M&E arrangements, from the Medium-Term Development Plan to the Annual Progress Report, and the tools that sit underneath them: the results chain, theory of change, the logframe, SMART indicators with baselines and targets, the M&E plan, data collection, data quality checks, analysis, evaluation and the OECD DAC criteria.

The teaching is practical and set in Ghanaian offices. You will follow a Municipal Assembly whose water project reports 100% completion while households still walk to the stream, fix weak indicators from a real-looking M&E plan, spot data quality problems in a field report, and defend a sub-programme in a budget hearing using evidence. Each module gives you a template or checklist you can use at your desk the next morning.

You finish with a written action plan for improving M&E in your own unit and a certificate once you pass the final assessment.
